Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine: The State Budget of Ukraine for 2011 can apparently be adopted on the New Grounds
During the Saturday´s working visit to the city of Kharkiv, Volodymyr Lytvyn stated that the State Budget of Ukraine for 2011 could apparently be adopted on the new grounds.
V.Lytvyn stated that The Verkhovna Rada of Ukraine shall scrutinize the Fundamentals of the Budget Policy for 2011 on 1 June 2010, "adopting the Tax and the Budget Codes before the holidays." He deems necessary to adopt these two Codes simultaneously. "Public and individual interests should be combined. Taxes should be easy to administer and payable for the entrepreneurs, the Chairman of The Verkhovna Rada of Ukraine stated. Simultaneous adoption of two Codes will transfer more authorities to the local powers."
The Head of the Parliament suggests imposing a moratorium on the introduction of amendments to the Codes, if they are "perfectly drafted." "However, I am afraid that something will arise the very moment we adopt the law", V.Lytvyn stated. He named the newly-adopted law on excise duty that should be re-voted due to two contradictory amendments that had been adopted.
